The purpose of this thesis is to analyze the construction of consensus in commune-collaborations. By a review of written material combined with elite interviews we have been able to follow the decision-making and the forming of consensus, in a commune-collaboration called NOSAM, in which they have decided to use consensus as a decision method. The thesis is based on a case study and we have decided to follow a specific issue that has been discussed for some time.We have created an instrument based on the ideal of deliberative democracy, through which we have been able to examine whether the decision-making in NOSAM can be described as a deliberative process or if consensus is formed by other incentives.The study shows that the decision-making in NOSAM cannot be described as a deliberative process, although there are some elements of deliberation. Consensus is formed in a proposition drawn up by the officials for the commune-representatives to agree on. Afterwards, the decision has to be brought up in each commune before reaching a final decision in NOSAM.Our opinion is that having consensus as the decision method leads to difficulties when deciding on bigger issues..

The transformation among armed forces in Europe is a consequence due to shifted security perspective and the growth of international security actors, such as NATO and the EU. Sweden has played an active role in EU to ensure its influence in forming the security policy for the organisation. Some studies mean it´s because of Sweden?s interest in strengthen EUs roll as a security actor they transformed their own armed forces to be able to take part in international operations. This transformation led to what can be called ?the Swedish defence dismantle? and some studies mean that it has led to the point where Sweden completely lacks the ability to defence themselves.The question is if the ambition to become an active member in these security organisations can explain all the decisions made throughout the Swedish defence-transformation, or if some decisions were made due to other factors?By studying the decision process leading up to the decision to locate the flight education to Malmen in Linköping this study seeks to answer why the decision was made.

The main purpose of this study has been to examine if citizens panels is a possible way to involve citizens in environmental decision-making and what the outcomes can be. Furthermore the study has investigated what the participation has contributed to environmental politics and how representative the results have been. This has been carried out by investigating the Piteåpanel in the municipality of Piteå by conducting interviews.The result of the study shows that the involvement of the citizens in the decision-making influenced the environmental politics of the municipality.

This study aims to investigate the origin and the development of a certain type of decision phenomena, namely political decision chains. A political decision chain is defined as a seemingly rational decision being made, that is reverted through a new decision and this for other reasons than the original decision being regarded as having fulfilled its intended purpose. The essay attempts to explain the occurrence of these decision chains through a case study in order to thoroughly examine the complexities that surround political decisions overall. The essay concludes that uncontrollable factors and chance to a large extent affect the origin of these chains, allowing actors to change the political agenda according to their preferences. The relative weighting of these factors that is made by the actors, which exist within the decision chain, makes them underestimate the relative power of other actors that may have different preferences.

This case study aims to explore how decision making is performed under circumstances characterised by high uncertainty. We have identified and interviewed two types of organisations dealing with investments in pharmaceutical drug development, a business characterised by high uncertainty. We have found that the two types of organisations we have interviewed display different decision making behaviour evaluating the same type of investment. Further we have explained these differences in decision making behaviour by using relevant decision making theories. The aim of this essay is to try to find the differences and similarities of two public librariesin the town of Kristinehamn and the rural community of Vara during the year 1994. Especiallyinteresting was if the different political traditions of the two communities -left wing majorityin Kristinehamn and right wing in Vara- have influenced the forming of the public libraries.The comparison contains accounts from the annual reports produced by the libraries between1987 and 1994, a more thorough study of the activities and interviews with decision makers in1994. The interview with the decision makers indicates that there is a distinct difference betweenthe librarians and the rest of the informants, this distinction shows, that in a tight budgetsituation the librarians prefer not to cut down on staff while the other informants actuallyfavour to make cuts on the procedures handled by the librarians. This paper investigates decision-making under uncertainty and complexity. The focus point of the study was to investigate how organizations in Stockholm has come to a decisions on how to manage the trial implementation of a congestion tax in terms of their company cars. The study was conducted as a survey with complementary interviews with the decision makers in change of congestion tax problem. The aim of the study was to gain an understanding for the decision making processes, and how and why the companies decided as they did. The theory on which we based our study emanated from both systems theory and business economic theory on decision making.
